Steiff? Antique 14" Mohair Fully Jointed Teddy Bear Articulated

I believe this is a Steiff teddy bear. But there is no ear button or tag. The bear is in need of tender loving care. The mohair is worn in places. The arms and legs and head is hard and tight. The bear is 14" tall from the top of the ear to the bottom of the foot. !
